Executive Council

The Federation of the Universities of the Islamic World (FUIW) held the 23rd Session of its Executive Council, at the headquarters of the University of Sharjah, on 08-09 Jumada II 1441 A.H./ 02-03 February 2020, under the patronage of H.H. Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the Federal Supreme Council of the United Arab Emirates, Ruler of Sharjah, President of Sharjah University.
The opening session was attended by Sheikh Fahim Al Qasimi, Chairman of the Department of Government Relations (DGR), H.E. Dr. Salim M. AlMalik, Director General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), Secretary General of the FUIW; H.E. Dr. Ahmed bin Salem Al-Amri, Rector of Imam Muhammad bin Saud Islamic University, Chairman of the Executive Council, President of the FUIW General Council; H.E. Prof. Dr. Hamid M.K. Naimiy, Chancellor of the University of Sharjah; State of the United Arab Emirates.
In attendance were thefollowing members of the Council: Dr. Sannur Aliyev, Head of International Relations Department at Azerbaijan State Economic University, Republic of Azerbaijan; Prof. Dr. Zeidan Kafafi, President of Yarmouk University, Hashemite Kingdom of Jordan; Dr. Kawesa Ahmad Sengendo, Rector of the Islamic University of Uganda; Prof. Dr. Ahmed Yousif Al Draweesh, President of the International Islamic University Islamabad; Prof. Dr. Imad Abu Kishek, President of Al-Quds University; Prof. Dr. Sali Mikaila, Professor at the University of Maroua in Cameroon; Prof. Dr. Adel Elsayed Sadek Moubarak, President of Menofia University, Arab Republic of Egypt; Muhammad Yahuza Bello, Chancellor of Bayero University, Federal Republic of Nigeria; and Prof. Dr. Suleymanov Artur Ruslanov, Rector of the Russian Islamic University Ufa, Russian Federation.
The opening session brought also together the deans of a number of faculties of the University of Sharjah, as well as officials, academicians and intellectuals from the Emirate of Sharjah.
The opening session kicked off with the recitation of verses from the Holy Quran. An address was then delivered by Sheikh Fahim Al Qasimi, Chairman of the Department of Government Relations (DGR) at the Government of Sharjah, wherein he welcomed the participants hoping this session would contribute to support and expand areas of cooperation and partnership with Member Universities and Islamic and international specialized organizations. He also expressed the readiness of the Department of Government relations at the Government of Sharjah to make available all its capabilities to ensure the achievement of the desired outcomes.
Afterwards, H.E. Dr. Ahmed bin Salem Al-Amri, President of the 7th General Conference, Chairman of the Executive Council, gave an address wherein he reiterated his congratulation to H.E. Dr. AlMalik for being appointed as ICESCO Director General, commended his new vision aiming to turn ICESCO into a global outreach beacon, and stressed the important role of the FUIW in upgrading higher education systems and promoting university cooperation in the Islamic world.
In his Address, Dr. AlMalik tackled the reality and challenges facing higher education in Muslim countries and the role that should be fulfilled by the FUIW at this stage so as to contribute to the development of higher education and promote the knowledge-producing scientific research in Muslim countries, hoping that this session would be a fresh start for the FUIW and a turning point toward a better future.
Afterwards, a video was shown on ICESCO’s new vision and its future action plan to serve the causes of education, science and culture in the Islamic world which was adopted by its Executive Council at its 40th session held in Abu Dhabi on 29-30 February 2020.
Then, H.E. Dr. Hamid M.K. Naimiy, Chancellor of the University of Sharjah, gave an address wherein he welcomed the participants in this session and commended the fruitful cooperation between the Federation’s General Secretariat and the University. Dr. Naimy expressed the University’s readiness to provide the necessary means to open the horizons of academic and scientific cooperation with FUIW Member Universities.
The Council adopted the General Report on the Activities of the FUIW General Secretariat between the 22nd and 23rd sessions of the Executive Council which features the activities implemented by the Federation between the two sessions of the Council. The period covered in the Report was marked by the participation of the FUIW in conferences and forums aiming at developing the quality of research works and university studies, and improving their resources and methods; and the organization of conferences, forums and meetings. It was also marked by efforts exerted toward the attraction of new universities to join to the Federation; and field visits conducted by rectors of universities and experts in order to develop and expand the areas of cooperation and partnership with Member Universities and parallel federations in areas of common interest.
Having examined the Financial Report of 2018 (attached to the Report), the Council invited the Member Universities with arrears to settle their contributions, called on the General Secretariat to sustain its efforts in this regard, and expressed its deep appreciation to ICESCO and the cooperating and hosting universities of the FUIW’s activities.
After due discussion, the Council adopted the Report on the Activities of the FUIW’s General Secretariat, commended the efforts of the Secretary General and his assistants, invited the Secretary General to sustain his relentless efforts to serve and develop the Islamic world universities and mandated him to develop a new strategic vision to develop the Federation and transmit it to the Chairman of the Executive Council and its members to express their opinions thereon prior to submitting it to the next session of the General Conference of the Federation for adoption.
After extensive discussions, the Council adopted the Report on the Federation of the Universities of the Islamic World (FUIW) over the period 1987-2019 and its future prospects. The Report reviewed the achievements made since the establishment of the FUIW in 1987, including the academic projects and the decisions of its executive organs in order to boost cooperation between the universities of the Islamic world and address the challenges that confronted the Federation throughout this period. The report also highlighted the future prospects and potentials of the FUIW in spite of the obstacles hindering the achievement of its objectives, and its need for a fresh start by gaining autonomy from ISESCO and getting the supervision of another party able to host and provide it with the necessary means and resources for its success and improvement of its performance.
Then, the Council tasked the Secretary General with taking the administrative and legal measures to implement the content of this document and preparing a new vision for the Federation to develop its working mechanisms and define its future roles in order to contribute to developing the sector of higher education and scientific research in the Islamic World.
The Council also mandated the Secretary General of the FUIW to undertake the necessary communications and consultations with the competent parties in the Islamic world in order to host the permanent headquarters of the Federation and set conditions thereof, inform the chairman and the members of the Executive Council about the outcomes of such communications, and submit a report thereon to the coming General Conference of the Federation to take the appropriate decision thereon.
It also stressed the importance of the relationship between the Federation and the Islamic World Educational, Scientific and Cultural Organization (ICESCO) and decided that ICESCO’s Director General shall continue to take charge of its General Secretariat wherever it is headquartered.
In addition, the Executive Council commissioned the Secretary General to prepare a new strategic vision for the Federation; revise its Charter, internal and financial regulations and its organizational structure; submit such draft amendments to the members of the Executive Council and to the coming session of the General Conference to take the adequate decision thereon.
In another vein, the Council decided to grant membership to the FUIW to the following universities: University of Fujairah, United Arab Emirates; Al-Kunooze University College; Republic of Iraq; and Bulgar Islamic Academy, Russian Federation.
The Council called upon to the Secretary General to sustain efforts in inviting other universities in the Islamic world to join the FUIW, and agreed to submit this document to the 8th Session of the General Conference of the FUIW with a recommendation for approval.
The Council mandated the Secretary General of the Federation to undertake the necessary contacts with FUIW Member Universities to host the 24th session of the Executive Council in the first quarter of 2020. In the event no university offers to host it, it shall be held at ICESCO headquarters in Rabat.
